TCAA JOB OPPORTUNITY:DIRECTOR GENERAL

VACANT POSITION

The Tanzania Civil Aviation Authority (TCAA) was established by the enactment of the Tanzania Civil Aviation Authority Act 2003 Cap 80 (R.E 2006). The Authority is responsible for safety, security and economic regulation of the activities of persons and institutions providing air transport services, aeronautical airport services and air navigation services.  In addition, the Authority provides air navigation services in Tanzania. 

In order to carry out its role, the Chairman of Nomination Committee is looking for  self motivated Tanzanians with appropriate competencies to fill the position of Director General as per Civil Aviation Authority Act 2003 Cap 80 (R.E 2006) section 33 (1-6) which will fall vacant in May, 2014. 

1.        POSITION:  DIRECTOR GENERAL

2.        REPORTING RELATIONSHIP:
           Reports to the Board of Directors

3.         QUALIFICATIONS AND EXPERIENCE
In accordance with the provisions of Section 33 (1-2) of Civil Aviation Authority Act 2003, the following are the minimum qualifications for person to be appointed as Director General:

          (a)  is a graduate of a recognized University;

          (b)  possesses at least ten years experience in one or more of the field of management, aeronautics, law, 
                economics, finance or engineering;

          (c)  has knowledge and experience of the air transport sector; and

          (d)  is willing to serve as the Director-General.

5.         JOB PURPOSE
To be the Chief Executive Officer of the authority responsible for the discharge of duties that are necessary for the purpose of:
  1. Giving effect to the Chicago Convection and other international agreements relating to civil aviation

  2. Providing for the control, regulation and orderly development of civil aviation

  3. Implementing the civil aviation policy
6.         DUTIES AND RESPONSIBILITIES
  1. To maintain an orderly air transport system in the United Republic of Tanzania
  2. Provision of safe, orderly and expeditious air traffic control service.
  3. To maintain approved technical standards of aircraft.
  4. To ensure smooth operation of aviation infrastructure.
  5. To oversee the competence of all aeronautical personnel.
  6. To ensure the integrity of the, systems, equipment and facilities of the authority.
  7. To ensure sustainability of service, maintained by operating in a prudent and businesslike manner, adapting continuous improvement and quality management policies.
  8. To ensure production of accurate, timely comprehensive and relevant air transport information for planning and decision making purposes.

General Terms and Conditions of the post
  • Term of Office:  Successful candidates will be appointed on a five year contract term; which may be renewable on successful completion of the contract for one more term of five years.

  • Remuneration: This post carries a competitive remuneration Package as per the approved TCAA Salary Structure.
  • Legal Requirement: The successful candidate is required to observe the TCAA Code of Conduct.
  • Other terms and conditions of service will be promulgated in the TCAA Staff Regulations.
